It appears that the new American drive for hegemony in Central and South America is "hitting the wall." I would suspect that entering into a Trade Pact with a hegemon who refuses to play by the rules - and treat trading partners fairly, just may have something to do with the refusal to knuckle under ?

The Bush Administration really needs to consider something other than pure, naked self-interest from time-to-time, if they truly wish to rebuild the image of America across the Globe.

It appears that Canada's Premier, Paul Martin - is taking the correct stance vis-a-vis Bush and "Unfair Free Trade" in the last few weeks, and more so as of today:
